The Bill seeks to prohibit certain kinds of discrimination, to promote equality of opportunity between persons of different sex, colour, race, origin, including geographical origin, religion, marital status or ability and to establish an Equal Opportunity Commission and an Equal Opportunity Tribunal.
The Act, for which this is the Bill, would be inconsistent with sections 4 and 5 of the Constitution and, therefore, is required to be passed by a special majority of three-fifths of the members of each House.

The Bill was sent to a Joint Select Committee of Parliament. The Bill lapsed upon the dissolution of the 8th Parliament on 28 September 2007
