Dr. Roodal Moonilal

Dr. Roodal Moonilal is the Member of Parliament for the constituency of Oropouche East in the 12th Republican Parliament.

From 2002 to 2007 Dr. Moonilal served as Member for Oropouche. Prior to this Dr. Moonilal was a Government Senator during the 6th Parliament, serving as Minister in the Ministry of Labour, Manpower Development and Industrial Relations and briefly as Minister of Communications and Information Technology. Dr. Moonilal served as Chairman of the Public Accounts Committee (PAC) in the 9th Republican Parliament (2007-2010). He was appointed Minister of Housing and the Environment on May 28, 2010 following the General Election of May 24th and was again elected in 2015, this time in Opposition.

Dr. Moonilal was born on December 2, 1966. He possesses a B.Sc. Degree (Hons.) in Government from the University of the West Indies (UWI), St. Augustine, an LLB degree in law from the University of London, a Master of Arts Degree in Labour and Development and a Ph.D. in Development Studies from the Government of the Netherlands Institute of Social Studies, The Hague, where he specialized in Industrialization, Labour Relations and Urban Employment. His thesis received the first cum laude distinction in the history of the Ph.D. program at the Institute of Social Studies.

Dr. Moonilal was a part-time tutor in Politics at UWI (1988-91, 1993-94, 1996), worked as Head of the Department of Education, Research and Training, All Trinidad Sugar and General Workers Trade Union (1989-91, 1993-95) and was a Teaching and Research Assistant (TRA) Institute of Social Studies, The Hague (1995, 1997-98).  He was also Advisor to ATS/GWTU (1999), served as Industrial Relations Consultant/Advisor to the North West Regional Health Authority (NWRHA), Port-of-Spain (1999-2000), lectured part-time at UWI, St. Augustine (1999-2000) and was Lecturer, Institute of Social Studies; Holland (May-June 2000).  In 1999, he was Director, Policy Monitoring Unit, Office of the Prime Minister.

Dr. Moonilal lectured in the areas of Industrial Relations and Human Resouce Management (HRM) at the UWI, St. Augustine and worked as an Industrial Relations consultant in Trinidad and Tobago and the wider Caribbean.
