The Bill seeks to vary the appropriation of the sum the issue of which was authorized by the Appropriation (Financial Year 2015) Act, 2014 (Act No. 16 of 2014) and varied by the Finance (Variation of Appropriation) (Financial Year 2015) Act, 2015 (Act No. 9 of 2015) and to authorize the utilization of any sums accruing from a reduction in expenditure under a certain Head of Expenditure for the purpose of meeting liability incurred through the increase in expenditure under another Head.
