The House paid tribute to Mr. NiLeung Hypolite, who passed away on October 19, 2024. Mr. Hypolite served as a Member of Parliament for Lavenitlle West during the 9th and 10th Republican Parliaments. A minute of silence was observed.

The Miscellaneous Provisions [Proceeds of Crime, Anti-Terrorism, Financial Intelligence Unit of Trinidad and Tobago, Securities, Insurance, Non-Profit Organisations, Civil Asset Recovery and Management and Unexplained Wealth and Miscellaneous Provisions (FATF Compliance)] Bill, 2024 was introduced in the name of the Minister of Finance, who moved that the next stage of the bill be taken later in the proceedings. The motion was approved.
The Finance Bill, 2024 was also be introduced in the name of the Minister of Finance, who further moved that the next stages of the bill be taken on Monday November 18, 2024. The motion was approved.
The Minister of Finance, Hon. Colm Imbert, MP, moved the second reading of The Miscellaneous Provisions [Proceeds of Crime, Anti-Terrorism, Financial Intelligence Unit of Trinidad and Tobago, Securities, Insurance, Non-Profit Organisations, Civil Asset Recovery and Management and Unexplained Wealth and Miscellaneous Provisions (FATF Compliance)] Bill, 2024. Debate began on the bill. Four members contributed to the debate before the wind up by the Minister of Finance. The bill was committed to a Committee of the Whole for consideration clause by clause. The bill was read a third time and passed, with amendments.
The Member for Mayaro, Mr. Rushton Paray, raised a matter on the adjournment namely the need for the Government to urgently take decisive measures to eradicate period poverty in Trinidad and Tobago and to address the lack of access to essential menstrual products which negatively impact school and workforce participation for affected women and girls deep in the cycle of poverty demissioning opportunities and undermining the achievement of sustainable development goals. The Minister in the Office of the Prime Minister, Hon. Ayanna Webster-Roy, MP, responded.
The Member for Chaguanas West, Mr. Dinesh Rambally, MP, raised a matter on the adjournment namely the growing prevalence of demand for mens rea crimes, also known as extortion, and the danger these crimes pose to the safety, well-being and security of all citizens. The Minister of National Security, Hon Fitzgerald Hinds, MP, responded.
