The President of the Senate informed of correspondence received from the Speaker of the House on the establishment of four Joint Select Committees.
The President of the Senate invited Senators to pay tribute to former Government Senator Selwyn John, who passed away on September 29, 2020.
Tribute was subsequently paid to former member of staff of the Parliament, Ms. Sheranne Samuel, who passed on September 27, 2020. Ms. Samuel served as Procedural Clerk Assistant. A minute of silence was observed.
The Appropriation (Financial Year 2021) Bill, 2020 was brought from the House of Representatives in the name of the Minister of Finance, who moved that the next stage of the Bill be taken later in the proceedings. The motion was approved.

The Leader of Government Business, Sen. the Hon. Franklin Khan, moved a motion that Standing Order 43 (1) be restored for the duration of the budget debate only. The motion was approved.
The Minister of Finance, Hon. Colm Imbert, MP, moved the second reading of The Appropriation (Financial Year 2021) Bill, 2020. Debate began on the Bill.
