Leave of absence was granted to the Member for Point Fortin who is out of the country for the period of June 23rd – 27th, 2014 and to the Member for Tobago East who is out of the country for the period of June 23rd – 26th, 2014.
The Speaker of the House expressed condolences to the Hon. Prakash Ramadhar, Member for St. Augustine over the passing of his father.
The Minister of Finance and the Economy laid the paper entitled, “The Bankruptcy and Insolvency Regulations, 2014”
Three Reports were presented. See the Supplemental Order Paper.
Eight Questions qualified for Oral Answer. Questions nos. 144, 151, 152 and 153 were answered. Questions nos. 96, 147, 148 and 149 were deferred for two weeks. See the Order Paper.
The Precursor Chemicals Bill, 2014 and The Finance (Supplementation and Variation of Appropriation) (Financial Year 2014) Bill, 2014 were introduced. The Minister of Finance moved that the next stage of the Finance (Supplementation and Variation of Appropriation) (Financial Year 2014) Bill, 2014 be taken later in the proceedings.
The Member for Chaguanas East moved that having regard to the Fourth Interim Report of the Joint Select Committee appointed to consider and report on the Insurance (No. 2) Bill, 2013, that the Committee be allowed an extension of four (4) weeks in order to complete its work and to submit a final report by July 18, 2014. The Motion was put and agreed to.
The Minister of Finance and the Economy moved that House of Representatives adopt the First Report (2013-2014 Session) of the Finance Committee. The Leader of the Opposition was the first to contribute followed by the Prime Minister, the Member for St. Joseph, the Member for Tabaquite, the Member for Port-of-Spain North/St. Ann’s West and the Member for Caroni East. 15 members made contributions before the The Minister of State in the Ministry of Finance and the Economy then rose to conclude the debate. The Motion was then approved.
The Minister of State in the Ministry of Finance and the Economy moved the second reading of The Finance (Supplementation and Variation of Appropriation) (Financial Year 2014) Bill, 2014. The Question was proposed for debate. Since no member rose to contribute to the debate, the Minister of State in the Ministry of Finance and the Economy concluded debate. The Speaker then put the question to the House on the second reading which was agreed to by a division of 18 members voting For, 5 members voting Against and 0 Abstentions. The Bill was read a second time. The Minister of State in the Ministry of the Finance and the Economy moved that the Bill be read a third time. Question put on the third reading and agreed to. The Bill was then read a third time and passed.
The House Adjourned to Friday 27th of June at 1:30 p.m. where Motion #10 under Private Business is expected to be considered.
