The Speaker advised the House about the power outage to the Chamber that caused the House to suspend its proceedings shortly after its 1:30 p.m. commencement.

The Minister of Trade and Industry presented the First Report of the Joint Select Committee on Parliamentary Accommodation.

Debate continued (from Friday February 18, 2011) on the Constitution (Amendment)(Capital Offences) Bill, 2011. The Minister of Foreign Affairs was contribute followed by the MP for Laventille East/Morvant and the Minister of State in the Ministry of the People and Social Development. Nine members made contributions (16 over the course of two days of debate) before the Attorney General rose to conclude.
At the next sitting, debate is expected to resume on a Private Motion by the Leader of the Opposition. The sitting adjourned at 11:30 p.m.
