The Vice-President of the Senate granted leave of absence to Sen. the Hon. Fazal Karim and Sen. the Hon. Vasant Bharath. The Vice-President then read a letter from the President of the Republic of Trinidad and Tobago appointing Ms. Keitha Smith and Mr. Larry Lalla as temporary Senators. They then took the Oath of Allegiance as temporary Senators for the day’s sitting.
The Bill was read a first time in the name of the Minister of Finance and the Economy, who sought and obtained leave to move the next stage of the Bill later in the proceedings.

The Minister of Finance and the Economy presented two reports, the Fourth Interim Report of the Joint Select Committee appointed to consider and report on the Insurance (No. 2) Bill, 2013 and the Report of the Special Select Committee on Securities (Amendment) Bill, 2013. The Minister of Planning and Sustainable Development made a statement on the Review of the 2010 “Prosperity for All” Manifesto.
The Minister of Finance and the Economy moved the second reading of the Finance (Supplementation and Variation of Appropriation)(Financial Year 2014) Bill, 2014, which was passed in the House of Representatives on July 26, 2014. Sen. Dr. Lester Henry was the first to enter the debate, followed by Sen. Helen Drayton, the Minister of Planning and Sustainable Development, Sen. Faris Al-Rawi and the Minister of National Security. 12 Senators made contributions before the Minister rose to conclude. The Bill was then read a third time and passed.
