Motions

WHEREAS the Community-based Environmental Protection and Enhancement Programme (CEPEP) has been the subject of a Special Audit of the Auditor General by the Republic of Trinidad and Tobago;

AND WHEREAS in the selection of contractors for the programme, there were no proper procedures and documentation of the process;

AND WHEREAS principles of good governance were not adhered to with respect to the Financial Management of the programme;

AND WHEREAS the special audit indicated that there were no proper mechanism for monitoring measuring and evaluating the performance of the programme;

AND WHEREAS the audit report indicated a lack of clarity in the Roles and Responsibilities between the Ministry of Public Utilities and SWMCOL;

BE IT RESOLVED that this House do condemn the Government for its lack of transparency, accountability and probity in the management of public funds allocated to the CEPEP Programme.
