Call for Submissions – 2023 NIDCO Report on “The Saga of the Sir Solomon Hochoy Highway Extension to Point Fortin Project”

Joint Select Committee on Land and Physical Infrastructure

The Joint Select Committee on Land and Physical Infrastructure has commenced An Inquiry into the 2023 NIDCO Report on “The Saga of the Sir Solomon Hochoy Highway Extension to Point Fortin Project: From 2010 to 2023 – An Account of the Development and Execution of the Largest Infrastructure Development Project Implemented in Trinidad and Tobago.”

The objectives of this inquiry are as follows:

      1. To examine the efficacy of the procurement policies and procedures used to implement the project;
      2. To determine whether due diligence governed the execution of all aspects of the project;
      3. To assess the challenges faced in relation to the oversight mechanisms for the financial arrangements used to fund the project;
      4. To assess the measures taken to ensure value for money in the Contract with the OAS; and
      5. To examine the reasons for making amendments/addendum to the original contract with the OAS.

    The Committee is therefore inviting interested persons and organisations to submit written comments, suggestions and recommendations on this matter.
