The Clerk of the House (Present)

He directs the development and provision of all administrative, logistical, and support functions necessary for the Parliament to operate smoothly, including procedural services, legislative services, information technology, parliamentary communications, publications and broadcasting as well as corporate resources.   

Mr. Caesar is relied upon to safeguard the fairness and impartiality of procedural information, counsel and administrative support given to the Speaker, President of the Senate and all other House Members and Senators. 

Prior to the positions of Clerk of the House and Senate, Mr. Caesar served as Marshal of the Parliament during the period 2004-2015. 

His leadership of the Marshal Office led to the rationalisation of the Office of the Marshal. This involved establishing modern organisational structures and work processes in the units within the purview of the Office of the Marshal. 

Mr. Caesar also served within the wider Public Service, in the Ministry of Public Administration and Information as Change Manager – Public Sector Reform and the Ministry of National Security as Security Intelligence Analyst. 

He possesses the following qualifications:  

• Masters Degree in Business from the Anglia Ruskin University; United Kingdom 
• Postgraduate Diploma in Leadership Development, Canada School of Public Service; 
• Masters Degree in Administration (Executive) Arthur Lok Jack, University of the West Indies (UWI), St Augustine Campus; 
• Diploma in Procurement and Contract Management, University of the West Indies (Arthur Lok Jack); 
• Bachelor of Arts Degree:- Management, University of Lincoln, United Kingdom 

Mr. Caesar enjoys cycling, chess Playing, reading, running and hiking.
