Leave of absence was granted to Sen. the Hon. Dominic Smith, Sen. the Hon. Anil Roberts, Sen. Kenya Charles and Sen. Anthony Vieira, S.C., who are out of the country.
Mr. Ashworth Jack, Mr. Daniel Rasheed, Archbishop Barbara Gray-Burke and Ms. Zola Phillips were appointed temporary senators in their place.
Temporary senators Jack, Rasheed, Gray-Burke and Phillips took the oath of allegiance.
The President of the Senate, Sen. the Hon. Wade Mark, reminded the Senate of Standing Order 51(1)(j) which speaks to the use of electronic devices during sittings.
The Miscellaneous Provisions (FATF Compliance) Bill, 2025 and the Counter-Proliferation Financing Bill, 2025, which were passed in the House of Representatives on September 19, 2025, were read for the first time in the Senate in the name of the Minister of Finance. The Attorney General, Sen. the Hon. John Jeremie, SC, moved that the next stage of the bills be taken later in the proceedings. The motions were approved.

The Leader of Government Business, Sen. the Hon. Darrell Allahar, moved a motion to appoint senators to Joint Select Committees. The motion was approved.
The Attorney General, Sen. the Hon. John Jeremie, SC, moved the second reading of the Miscellaneous Provisions (FATF Compliance) Bill, 2025. He sought leave to debate the Counter-Proliferation Financing Bill, 2025 together with this bill. Leave was granted. Opposition Senator Vishnu Dhanpaul was the first to enter the debate, followed by Sen. Dr. Marlene Attz, Sen. Francis Lewis, Sen. Wesley Gibbings, the Minister of Planning, Economic Affairs and Development and Minister in the Ministry of Finance, Sen. Faris Al-Rawi, Sen. Sophia Chote, SC and Sen. Janelle John-Bates. The Attorney General then wound up the debate.
The Miscellaneous Provisions (FATF Compliance) Bill, 2025 was then committed to a Committee of the Whole for consideration clause by clause. No amendments were made. With 23 votes for, no votes against and 7 abstentions, the bill was read a third time and passed.
The Counter-Proliferation Financing Bill, 2025 was committed to a Committee of the Whole for consideration clause by clause. No amendments were made. With 30 votes for, no votes against and no abstentions, the bill was read a third time and passed.
