Leave of absence was granted to Sen. the Hon. Dennis Moses and Sen. Wade Mark, who are out of the country and to Sen. Foster Cummings, who is ill. Temporary Senators, Mr. Ndale Young, Mr. Rishi Tripathi and Mr. Augustus Thomas were appointed in their absence.

The Senate paid tribute to former President of the Senate, Dr. Linda Baboolal, on her passing. A minute of silence was observed.
The Government Savings Bonds (Amendment) Bill, 2019, which was passed in the House on September 20, 2019, was read a first time in the Senate. The Minister in the Ministry of Finance moved that the next stage be taken later in the proceedings. The motion was carried.

The Leader of Government Business moved a motion that the progress of 4 Bills in the 4th Session be resumed in the 5th Session. These Bills are The Motor Vehicles and Road Traffic (Amendment) Bill 2019, The Animal (Diseases and Importation) Amendment Bill, 2019, The Livestock and Livestock Products Board (Repeal) Bill, 2019 and The Evidence (Amendment) Bill, 2019. The motion was carried.
The Minister in the Ministry of Finance moved the second reading of The Government Savings Bonds (Amendment) Bill, 2019, which was passed in the House of Representatives on Friday September 20, 2019. Debate began on the Bill. Following the debate, the Bill was committed to a Committee of the Whole for consideration clause by clause. No amendments were made. The Bill was read a third time and passed.
Sen. Paul Richards raised a matter on the adjournment regarding the need for the Government to advise as to strategies and intervention pursued to counteract lethal, illegal drugs used in our nation’s schools. Sen. the Hon. Clarence Rambharat responded.
Sen. Taharqa Obika raised a matter regarding the failure of the Government to adequately address public concerns on the prolonged construction of the Chatham Government Primary School. Sen. the Hon. Clarence Rambharat responded.
