The Vice-President of the Senate indicated that the President of the Senate was out of the country. Mr. Arnold Ram was appointed to temporarily replace the President of the Senate during his absence from Trinidad and Tobago.

The Minister of Planning and Sustainable Development made a statement on the National Performance Framework 2012-2015 and the National Performance Report for fiscal 2011-2012.
The Minister of Energy and Energy Affairs made a statement about the cause of the nationwide blackout which occurred on Friday March 29, 2013, and the proposals to prevent such a blackout from happening in the future.
The Attorney General moved the second reading of the Miscellaneous Provisions (Defence and Police Complaints) Bill, 2013. Sen. Fitzgerald Hinds was first to enter the debate, followed by Sen. Elton Prescott, SC, the Minister of Justice and Sen. Terrence Deyalsingh. Eight Senators made contributions before debate on the Bill was suspended.
At the next sitting debate is expected to continue on the Miscellaneous Provisions (Defense and Police Complaints) Bill, 2013. The sitting ended at 10:02 p.m.
