Prof. Prakash Persad was appointed an Opposition Senator in September of 1990, following the change in Leader of the Opposition from Mr. Patrick Manning to Mr. Basdeo Panday.

He returned to Parliament in the 13th Republican Parliament, serving as a Senator assigned to the portfolio of Minister of Tertiary Education and Skills Training.
