Mr. Leo Des Vignes served as the Member of Parliament for Diego Martin Central and as a Parliamentary Secretary dueing the 3rd Republican Parliament. Mr. Des Vignes was the only member of Parliament to lose his life as a result of the 1990 attempted coup. His portrait hangs in the Parliament Chamber to this day.
