Dr. Hamza Rafeeq was first elected to the House of Representatives in 1995 as the Member for Caroni Central. He was appointed Minister of Health, and served in that capacity for six years. Dr. Rafeeq has contested and won the Caroni Central seat on four more occasions (2000, 2001, 2002 and 2007).

On April 1, 2009, Dr. Rafeeq assumed the role of Opposition Chief Whip.
