Applications are invited from suitably qualified persons for employment, on contract, in the Office of the Parliament as:

MARSHAL OF THE PARLIAMENT

POSITION SUMMARY:

Plans, develops, implements and manages the Security, Courier and Housekeeping Services of Parliament. Manages the facility’s plant and equipment to ensure maximum use and benefit to the Presiding Officers, Members of Parliament, staff and the general public.

GENERAL DUTIES AND RESPONSIBILITIES:

  • Formulates security policies, plans, procedures and standards for the Parliament in consultation with the Special Branch of the Trinidad and Tobago Police Service and ensures implementation.
  • Responsible for Facilities and Housekeeping Management of the Parliament Building and its precincts.
  • Manages the preserving of order within the precincts of Parliament.
  • Responsible for protocol duties as it relates to the Presiding Officers and parliamentary dignitaries.
  • Arranges ceremonies connected with the sittings of Parliament.
  • Manages chamber support, mail and freight services for Members and staff.
  • Supervises the arrangements for the broadcasting/televising of parliamentary proceedings in consultation with the Presiding officers and the Clerk of the House.

QUALIFICATION, KNOWLEDGE, SKILLS, AND EXPERIENCE REQUIRED:

Training as evidenced by a Bachelor of Science Degree in the Social Sciences;
Formal in-service security training as may have be gained from the Defense Force or the Trinidad and Tobago Police Service;
Extensive knowledge of security methods, procedures, techniques and practices;
Extensive knowledge of laws, regulations, policies and procedures pertaining to the security of firearms, including the Firearms Act and the Police Service Act;
Extensive knowledge of the Summary Offences Act especially as it relates to offences against a person;
Extensive knowledge of the Standing Orders of Parliament especially as they relate to meetings, the preservation of order and the removal of persons from the Chamber;
Extensive planning, managerial and organizing skills;
Extensive knowledge of Facilities and Project Management;
Considerable experience in military/security work

JOB DESCRIPTION: MARSHAL OF THE PARLIAMENT

POSITION SUMMARY:

Plans, organizes, develops, implements, maintains and sets standards for the ceremonial, security, safety and “housekeeping” programmes of Parliament. Manages the facility’s plant and equipment to ensure maximum use and benefit to the Presiding Officers, Members of Parliament, staff and the general public. Attends all sittings of Parliament and bears the mace.

REPORTING RELATIONSHIPS:

Answerable for the performance of his functions firstly to the Presiding Officers from whom instructions are received. Reports to the Clerk of the House from whom instructions are received directly both orally and in writing. Manages staff directly engaged in the provision of security for the Presiding Officers and the Parliament.

KEY DUTIES AND RESPONSIBILITIES:

Security

  • Formulates security policies, plans, procedures and standards for the Parliament.
  • Manages the preserving of order and security in the chamber the galleries and the precincts of Parliament.
  • Responsible for the overall supervision of the Security Unit.
  • Implements technical and other improvements to the security arrangements.

Ceremonial

  • Arranges ceremonies connected with the sitting of Parliament.
  • Performs protocol duties in relation to the Presiding Officers.
  • Carries out ceremonial duties involved in attendance on the Presiding Officers including Opening of Parliament and Presiding Officers Procession.

Chamber

  • Supervises the allocation of seats in the Chamber to Members of Parliament on instructions from the respective Presiding Officer.
  • Determines the admissibility of documents/parcels as well as messages to Members in the Chamber.
  • Manages the arrangements for the delivery and collection of documents/parcels/messages.

Facility Management

Oversees renovation projects to ensure compliance with the organization’s requirements and liaises with the responsible Ministries to ensure that the Parliament’s facility meets Government’s regulations for environmental, health, safety and security standards.

General Services

  • Oversees the conduct of departmental works.
  • Co-ordinates vehicle transport to and from Parliament for official guests and Parliamentary staff.
  • Manages the Parliament’s Courier Service.
  • Ensures the provision of an effective food and beverage service for Parliament.
  • Ensures that cleaning and maintenance works are performed efficiently and within the budgeted allocation.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of security methods, procedures, techniques and practices.
Extensive knowledge of laws, regulations, policies and procedures pertaining to the security of firearms, including the Firearms Act and the Police Service Act.
Extensive knowledge of the Summary Offences Act especially as it relates to offences against a person.
Extensive knowledge of the Standing Orders of Parliament especially as they relate to meetings to meetings, the preservation of order and the removal of persons from the Chamber.
Extensive planning, managerial and organizing skills.
Extensive knowledge of Facilities and Project Management.
Knowledge of the protocol that pertains to the flying of flags.
Considerable knowledge of the protocol as it relates to Parliament.
Basic computer literacy knowledge and skills.
Ability to maintain a high standard of discipline and to command respect of subordinates.
Ability to react quickly and calmly in emergencies.
Ability to deal firmly but tactfully with Members of Parliament and the public.
Ability to establish and maintain effective working relations with other colleagues.
Extensive skill in the use and care of firearms, ammunition and safety equipment.
Ability to express ideas tactfully, clearly and concisely, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING:

Considerable experience in military/security work.
Formal in-service security training as may have be gained from the Defense Force or T&T Police Service.
Training as evidenced by a BSc degree in the Social Sciences.
Training in Project Management would be an asset.

SPECIAL REQUIREMENTS:

Possession of a precept issued by the Commissioner of Police.
Ability to frequently work overtime to resolve problems and meet deadlines.
