Mr. Subhas Ramkhelawan first entered Parliament in December of 2007 when he was appointed an Independent Senator in the 9th Parliament of the Republic of Trinidad and Tobago. He returned in the same capacity in the 10th Republican Parliament on June 18, 2010. With effect from September 1st 2012, he became Coordinator and most senior sitting Senator on the Independent Bench.

He is the founder and Managing Director of Bourse Securities Limited, the largest independent stock broking firm in Trinidad and Tobago and one of only six recognized mutual fund providers in the country. Bourse commenced operations in 1996. He is a licensed Stockbroker on the Trinidad and Tobago Stock Exchange Limited (TTSE).

… is currently Deputy Chairman of the TTSE and Chairman of its Capital Market Development Committee

… has served as Director on several other boards in Trinidad and Tobago as well as across the Caribbean including:

1. Arawak Cement Company, Barbados (1991-1993), then a joint venture between the respective governments of Barbados and Trinidad and Tobago;
2. Republic Securities Limited, a wholly owned subsidiary of Republic Bank Limited ( 1993-1995);
3. The Export Credit and Insurance Company (EXCICO) (1993-1995), a state owned company, now the Export-Import Bank of Trinidad and Tobago);
4. National Flour Mills (1994-1996);
5. Prudent Venture Capital Co. Ltd. (1997-1999);
6. Industrial Gases Limited – Jamaica (2003- 2009);
7. Grace Kennedy Capital Services Limited – Cayman Islands (2002-2004);
8. Bourse International Asset Management Limited – St. Kitts (2002- 2008);
9. Bourse International Asset Management Limited – St. Lucia (2009- present).

As Managing Director of a stock broking Firm, Mr. Ramkhelawan is not permitted to serve on any publicly listed Company in Trinidad and Tobago, in accordance with current legislation. Also, Mr. Ramkhelawan:

… has served as Commissioner of the Integrity Commission (2001-2004) as appointed by the President of the Republic of Trinidad and Tobago

…in 2002, he served as a Member of the Green Paper Committee appointed by Cabinet to review the Financial Sector of Trinidad and Tobago.

After completing the B.Sc. in Management at the University of the West Indies (1979), Mr. Ramkhelawan was awarded the Canadian Commonwealth Scholarship for Business. He pursued an MBA with a concentration in Finance at the University of Western Ontario (1983). Subsequently, he has had specialist international training and extensive work experience in mutual fund structuring and management; securitization; mergers and acquisitions; international capital markets and treasury management.

Since 1983, Mr. Ramkhelawan's work experience has traversed Central Government, the public and private sectors, all at senior management levels and with particular emphasis on investment and finance. He held senior management positions in the largest bank in Trinidad and Tobago for over seven years (1988-1995).

He has lectured extensively in matters of financial and investment management and has published several related papers. For six years he lectured in Financial Management to final year students of the M.Sc. Accounting degree program at University of the West Indies (1983-1989).
