Mrs. Hazel Anne Marie Manning first entered Parliament as a Government Senator in 2002. She has served as a Minister of Education (2002-2007) and was appointed Minister of Local Government in November 2007. She is also the spouse of Mr. Patrick Manning, current Prime Minister (2008) and also a former Prime Minister and Leader of the Opposition. They have two sons.

Mrs. Manning was was born in the southern city of San Fernando and received her secondary education at St. Joseph's Convent. She obtained her Bachelor's Degree from the University of the West Indies at St. Augustine in the Social Sciences. She subsequently obtained a post graduate Diploma in Administration, and a Masters in Planning and Development.

Her career has included working in various agencies including the Town and Country Planning Division of the Ministry of Planning and Development where she was head of its research unit. She also worked for several years as a social impact assessment consultant.
